He is special
Just a secondary supporting character, or a very Special Man, is the question that most of the English-speaking market wondered when the character was debuted. Except his confirmed name and identity didn’t follow when Mattel imported the popular keshi forms from Japan. Instead, they rebranded the likeness under the M.U.S.C.L.E. licensing and left the details up to the imaginations of the new consumers.

In the characters origin though he’s another quick chuckle creature created by Yudetamago the Japanese artists responsible for the manga Kinnikuman in Japan. Not a front-and-center fighter in the story lines but plays more of role as an official helper with the Chojin of the Kinnikuman universe.
Often appearing alongside Kinnikuman and other Justice Chojin, Special Man acts as a tournament official, announcer, referee, and occasional participant in matches. Serving in an auxiliary role providing an order to the often-chaotic tournaments throughout the series.

While not an established combatant in his appearances his demonstrated wrestling prowess includes basic techniques emphasizing grappling and striking. Not known as a major combatant, he has demonstrated some wrestling ability when required. Coming in handy when he has to help enforce tournament rules and playing his limited role in the overall wrestling motif of the series.
Except to native English speaker fans, the simple yet effective SPECIAL across his chest was enough to make him special in the figure series they came to enjoy. Even if he is one of the more common figures to come across.
